on RA2 Sovjets are overpowered therefore better then allieds. On YR allieds and sovjets are kind of equal but i qould say allieds are better b/c i play with allieds on YR and they seem to beat sovjets easily even with IC i can still beat Sovjets so mostly it depends on the map and situation.
